R U L E S

1st.
The “CLUBE DESPORTIVO DA COVA DA PIEDADE” 2nd. International Football Tournament shall be held on 21-23 March 2008, in the club premises located at Estrada do Brejo. This competition shall involve 8 (eight) teams.

2nd.
(a) Each team may enrol 18 (eighteen) players, all included in the U15 ranking in the season 2007/2008 (born after January 1, 1993), subject to the condition the players are registered in their Football Associations and Federation.
(b) The match file shall be handed over to the referee by the delegate to the match. The file shall be made available by the Organisation together with the players’ licences or ID cards 30 (thirty) minutes before the beginning of each match.

3rd
The referees to the matches shall be appointed by the Setúbal Football Association Referees Council.

4th
The rules governing the matches shall be similar to those implemented by the Portuguese Football Federation, except for the following situations:
(a)the players’ numbers on their shirts must be kept unaltered until the end of the Tournament;
(b) Each match shall last 60 (sixty) minutes divided into two 30-minute halves, with a 10-minute interval in-between;
(c) The final match will last 70 (seventy) minutes divided into two 35-minute halves, with a 10-minute interval in-between.

5th
The matches shall start at the hour set forth by the Organisation.

6th
The match score shall be as follows:
A –Winning ………….. 3 points
B - Draw………………. 1 point
C – Loss ………..…… 0 point

TOURNAMENT PROGRESSION

7th
The teams shall be grouped in 2 (two) series of 4 (four) teams (A and B series) according to the lot drawn by the Organisation.

8th
The teams of each series shall play a one-round-match championship, after which the positions 1 to 4 in each series shall be established.

9th
In case of score draw at the end of the championship within each series, the play off shall be as follows:
A – Result of the match between them;
B – Major difference between scored/suffered goals;
C – Higher number of scored goals;
D – Lower number of suffered goals ;
E – Youngster team.

10th
The teams granted the 4th place in both series shall play for the 7th an 8th places.
The teams granted the 3rd. place in both series shall play for the 5th and 6th places.
The teams granted the 2nd place in both series shall play for the 3rd and 4th places.
The teams granted the 1st place in both series shall play for the 1st and 2nd places.

11th
Where the result is still a draw at the end of the match of this final stage, a 5 penalty-series play off shall take place. If, after the first 5-penalty series, the draw persists, a second penalties series shall follow in which the first team not to score shall be immediately declared defeated.

12th
Each team shall be granted a trophy corresponding to its ranking in the Tournament, and all players shall received participation medals. The trophies of_
A – better Tournament player;
B – better Tournament goalkeeper;
C – better Tournament goalmarker;
D – better attack;
E – less defeated defense;
F – fair play Cup
shall also be awarded.

13th
In case of draw, the trophy is awarded to the youngster player or team.

14th
The Fair Play Cup is awarded based upon the score granted by the referees after each match, in a 1-to-10 scale that shall consider not only the players’ conduct in the field but also the elements inserted in the match file.

15th
The Tournament best player and best goalkeeper shall be chosen by the coaches of each team who, in confidentiality, shall refer their choices to the Organisation. Each coach may mention 3 (three) players of his/her preference ranked as follows:
1st – 5 points;
2nd – 3 points;
3rd – 1 point.
Remark: They are not allowed to choose players from their own teams.

16th
The Organisation shall not be responsible for any accidents or damages occurred during the Tournament regarding any persons accompaying the teams.

17th
A 3-member disciplinary commission instituted by the Organisation shall examine any disciplinary cases and protests that may be raised during the Tournament.

18th
All complaints shall be communicated to the Organisation, in writing, at the end of each match. The disciplinary commission shall disclose its unchallenged decision within one hour.

19th
The responsibility for any case not covered by these Rules shall lie on the Organisation.
